An Open Appeal to the Government of Ukraine,
Ukraine’s representatives abroad, and all concerned citizens

JUNE 23, 2011
WHEREAS recent developments in Ukraine have seriously eroded the state of human rights and democratic freedoms in Ukraine; and

WHEREAS the European Parliament’s Resolution of June 9, 2011 on Ukraine, entitled, The cases of Yulia Tymoshenko and other members of the former government, has raised serious concerns about the increase in selective prosecution of figures from the political opposition in Ukraine as well as the disproportional measures applied, including the unreasonable detention of former Interior Minister Yuri Lutsenko and the travel ban imposed on former Prime Minister Yulia Tymoshenko; and

WHEREAS a preliminary report of the Danish Helsinki Committee for Human Rights related to the trials of Yuri Lutsenko and former First Deputy Minister of Justice Yevhen Korniychuk, has cited Ukraine for massive violations of the European Convention on Human Rights; and

WHEREAS Ukrainians historians, academics, and researchers have recently been the subject of detention, harassment, and questioning by officials from Ukraine’s Security Service, as in the case of Ruslan Zabily (Director of the National Memorial Museum of Victims of the Occupation Regimes in Lviv), Dr. Borys Gudziak (Rector of the Ukrainian Catholic University), and Roman Krutsyk (Head of Ukraine’s Kyiv-based Memorial Society).

We, the undersigned, urge the Government of Ukraine, the Parliament of Ukraine, and the international community to work together to ensure that Ukrainian officials
1. stop the use of criminal law as an instrument of pressure on the opposition; and
2. take immediate steps to restore the principles of democratic governance and fundamental liberties at all levels of society in Ukraine
